Academic training:

Graduated as a Doctor of Law at the Ibero-American University (UNIBE), subsequently obtaining several diplomas, among them: Doctor of Law, at the Constitutional Law Foundation; Diploma in Referral at the Constitutional Law Foundation; Diploma in Assessment of Evidence from the International Civil Aviation Organization (ICAO); and a diploma in Liberalization Policies and Implementation.

Work history:

Dr. Román Ernesto Caamaño Vélez is a founding partner of Legal Solutions Consulting since 2009 to date, being in charge of the Directorate of the Aeronautical Department, with the responsibility of providing assistance to national and international companies dedicated to civil aviation in obtaining the necessary permits and authorizations to operate in the Dominican Republic.

From 2004 to 2009, Dr. Caamaño Vélez practiced his profession of Law, representing clients and companies related to national and international civil aviation in all types of judicial and administrative procedures. In addition, advising on the negotiation and drafting of contracts and commercial operations of all kinds.

Dr. Caamaño Vélez served as Secretary of the Civil Aviation Board (JAC) (2002 – 2004), having under his responsibility the review of the amendments to the ICAO civil aviation agreement, to validate Dominican participation in multilateral signed by more than 190 countries, of which the country is a signatory. Promoter of bilateral and multilateral agreements with other countries in the region and actively collaborating with the agenda of that international organization, contributing the most important issues for the development of the Dominican Republic.

During the years 2000-2002, the expert in Aeronautical Law served as Legal Advisor to the Civil Aviation Board, acting as a representative of the Dominican aeronautical authorities in the negotiations of bilateral agreements (Italy, Cuba, Peru and Hungary, just to name a few) and in multilateral treaties before the Association of Caribbean States (ACS). He also participated in the representation of the country before the Latin American Civil Aviation Commission (CLAC).

As a lawyer specializing in Aeronautical Law, Dr. Caamaño Vélez is until now the only general director of IDAC directly linked to commercial aviation, since the creation of this body through Law 491 of 2006, with a recognized trajectory with more two decades of previous professional experience in the aeronautical sector.

Vélez is the son of Colonel Francisco Alberto Caamaño Deñó, president of the Republic and leader of the 1965 constitutional revolt, he defines himself as an ethical professional and a public servant committed to the best interests of the Dominican nation.

Dr. Caamaño is a jurist committed to ethics, responsibility, efficiency and professional quality, and his objectives are framed in serving the country and Dominican society.
