
Salvador Bahia, Brasil.- The interim general director of the Dominican Institute of Civil Aviation, Idac, Héctor Porcella affirmed that operational security, the technical training and the human resources formation are the principals priorities of the country aeronautical to guarantee the sustainability of the remarkable growing that has registered that industry after the pandemia of Covid-19.
Porcella, who was designated president of the Caribbean and South America Regional Group of Planning and Execution (Grepecas/20), pronounced the inaugural address of the twelfth plenary meeting celebrated in Salvador Bahía, activity sponsored by the International Civil Aviation Organization, ICAO.
During his speech recalled that the Dominican Republic was one of the first countries in the world in recovering the air traffic and the tourism to the previous levels to pandemia.
“We are aware that the result of the works that we are initiating today will have a positive impact in civil aviation in every one of our States, in important topics as Cybersecurity of all platforms and aeronautical systems, fundamental to the maintenance of operational security levels, among other aspect no less important”, pointed Porcella.

“A significant advance has been the initiative to promote the jointly work and the experiences interchanges between both groups about topics that are closely related”, he underlined.
Adding that the countries members of the regional organization they have made significant progress in various orders, although he warned that there is still a long way to go and many challenges and obstacles to overcome. Porcella headed Idacs delegation, also integrated by the Air Navigation director, Claudia Beatriz Roa; and the aeronautical veteran technic, Carlos Alcántara.
Among present international authorities in the plenary were Juan Carlos Salazar, Oaci General Secretary; Melvin Cintrón, Regional Director of the Regional Office to North America, Centroamerica and the Caribbean to Oaci Grepecas secretary; Fabio Rabbani, Regional Director Oaci South America and Rasg Secretary-Pa; Liutenant Brigadier João Tadeu Fiorentini, Decea General Director – Brasil; Ary Rodrigues Bertolino, Grepecas Vicepresident; Julio Siu, Nacc Regional Office Sub director of Oaci; and Javier Vanegas, Co-Chair of Rasg-Pa.

In other aspect of his participation, Porcella said that the unusual growth of commercial dominican aviation, represented by new flies authorization, routes and national and international airlines, has been accompanied of a systematic effort to elevate the sector quality services, since the efficient and safe ordering of air transit till the timely and correct issuance of licences or aircraft operation certificates.
Among the advances reached by the institution to elevate the quality of its services he quoted the implanting of a regulatory compliance management model and anti-bribery, oriented to implement the necessaries control to elevate the transparency and prevent the administrative corruption.
He also mentioned the strength of the Superior Academy of Aeronautical Sciences, Asca, that it’s playing and important role in the formation of human resourses that the civil aviation in the Dominican Republic it’s demanding.
