Idac signs memorandum of understanding with the Aeronautical Authority of Singapore
El interim general director of the Instituto Dominicano de Aviación (Idac), Hector Porcella and the general director of the Civil Aviation authorities of Singapur (Caas) Han Kok Juan.

Punta Cana, La Altagracia. – The Acting Director General of the Dominican Institute of Civil Aviation, Idac, and the Director General of the Civil Aviation Authority of Singapore, Caas, signed a Memorandum of Understanding, Mou, with the purpose of providing training to professionals in the aeronautical area in the regions of Latin America and the Caribbean.

Both Héctor Porcella and Han Kok Juan, on behalf of the two organizations, agreed that the abovementioned Mou, which involves the Singapore Aviation Academy, Saa, and the Higher Academy of Aeronautical Sciences, Asca, a dependency of Idac, will offer training programs in air traffic management and aviation safety in the Dominican Republic, for aviation professionals from this part of the hemisphere.

The training programs, based on international aviation requirements and the industry’s best practices, will equip aviation professionals with new knowledge and skills to advance civil aviation in the region.

The Acting Director General of Idac stated that “with the signing of this Memorandum, our academy adds one more accomplishment in its trajectory, because through its training programs we partner with the experience and technologies that the Aeronautical Authority of Singapore, whose work has been demonstrated by the thousands of professionals who have graduated from its specialized education center and gives us the opportunity to offer a broader and more diverse program to the region; and at the same time bring our experiences to Singapore”.

Mr Han Kok Juan, Director-General of Caas said, “Latin America is one of the regions that leads global aviation recovery. The region will need to attract and train more aviation personnel to support its growth and development. This Mou builds upon the strong partnership Singapore has with Laca1. Strong partnership between States is required to rebuild our aviation systems to be more resilient, and Caas is honoured to partner with Idac in civil aviation training. This partnership is a recognition of both training institutions’ expertise and experience and Singapore’s commitment to advance civil aviation internationally.”

The Memorandum of Understanding, which was attended by the Secretary General of the International Civil Aviation Organization, Juan Salazar, is the first signed between Caas and a training academy in Latin America and the experience of the respective organizations.

The Asca, Idac’s instruction body, specializes in the aeronautical training of air traffic controllers and is a technical institute for higher studies and since 2015, the ASCA has been certified by the International Civil Aviation Organization Icao, as Regional Center of Excellence in Training, RTCE, of the Trainair Plus Program, based on the methodology of design and high-quality training in aviation matters based on competencies, facilitates the shared use of standardized teaching material at an international level and supports training centers instruction in the development of their instructional capabilities with technical knowledge, resources and quality monitoring.

Meanwhile, the Caas, through its Singapore Aviation Academy, has trained more than 150,000 aviation professionals from more than 200 countries, offering training in aviation management and services, air traffic services, airport emergency services and aviation safety.

The signing of this Memorandum of Understanding took place within the framework of the “Program for Directors General of Civil Aviation, DGCA, on Aviation Resilience and Workshop on Compliance with Icao Sarp’s, Assembly Preparations and Technical Cooperation Activities”, held from August 16th to the 18th of 2022, in the tourist area located east of Santo Domingo, in the Dominican Republic.
