Idac signs agreement with Fonvivienda to facilitate access of its staff to low-cost housing

SANTO DOMINGO. – The Dominican Institute of Aviation, Idac, formalized an agreement with the National Housing Fund, Fonvivienda, to facilitate the access of its personnel to the low-cost housing projects launched by the administration headed by President Luis Abinader.

The agreement was instituted through a signing ceremony represented by Héctor Porcella, general director of Idac; and Joel Santos, in his capacity as Minister of the Presidency and President of Fonvivienda.

Idac and Fonvivienda are committed to establishing an inter-institutional alliance for the execution of joint strategies to meet the housing needs of the employees of the country’s civil aviation governing body.

The agreement provides that Idac will establish a policy of bonuses and subsidies within the framework of the National Happy Housing Plan, subject to the guidelines established in Law 41-08 of the Public Function; Law 491 on Civil Aviation; and the Manual of Positions approved by resolution 18-2018; as well as the Trust Agreement and the rules that may be issued by the Board of Directors of Fonvivienda or its trust.

Idac recognizes that the subsidies will be granted in accordance with a Fonvivienda operating scheme, made up of the bases and conditions for the processing, registration and obtaining of economic assistance for the acquisition of their first home to low- and middle-income families, based on the instructions, regulations and complementary regulations to the trust agreement that is approved by the Board of Directors of the Fonvivienda Trust.

The document accepted by the parties also recognizes that the subsidies may only be applied to the acquisition of social housing located in low-cost housing projects that will be developed through low-cost housing trusts and that have the corresponding certificate of authorization.

Joel Santos highlights the Government’s commitment

The Minister of the Presidency valued the initiative of the director of IDAC Héctor Porcella to take advantage of the national housing program promoted by President Abinader, so that the servants of that institution, who still do not have their own home, can have access to decent housing.

Santos reaffirmed the commitment expressed by President Abinader to develop the largest program of new homes built with the support of the State to reduce the housing deficit that has historically been dragging the country.

“If the government of President Luis Abinader has had the capacity to build more than 7 thousand homes in the midst of crisis situations that forced the country to change all its investment priorities, to protect the health of the people, reactivate productive activity and protect the most vulnerable social sectors, imagine what can be done from this 2024,  with a more favorable economic situation and a higher growth rate than most countries in the region and the world,” said Joel Santos.

Porcella justifies initiative

Porcella stressed that Idac is a specialized institution that has a staff committed to a strategic activity of the national economy, since civil aviation is the main platform for supporting tourism, and to a large extent exports of Dominican production.

He said that, thanks to the efficient management of its income, Idac has committed to make an initial contribution of 100 pesos to the Fonvivienda Trust for each collaborator of the institution who meet the corresponding requirements to be a beneficiary of the National Happy Housing Plan. The signing of the agreement took place in the meeting room of the Ministry of the Presidency with the presence of officials from the two institutions.
