IDAC sign an institutional cooperation agreement with ProCompetence

Santo Domingo. The Dominican Institute of Civil Aviation (IDAC), represented by its general director interim Héctor Porcella, and the Competence National Defense Commission (ProCompetence) headed by María Elena Vázquez, president of board of directors, signed an insterinstitutional cooperation agreement aiming to boost a process of dinamic development and sustainable to implement and promote a defense culture of the competition that manifest itself in the provision of public services relates to civil aviation.

Both institutions agreed to design and recomend politics oriented to promote the healthy competition,avoiding that some regulation be established that attack against itself as well as, analyze anti competitive conduct by side of the agents involved in the aeronautical activity .besides, to participate and to emit opinion about regulations and/or resolutions related with the functioning of aviation. 

Some other interesting points of this agreement are the relative ones to ensure free competition in the bidding processes,purchase and contracting carried out by IDAC,coordinate training to the economical agentsof the aeronautical sector about law 42-08,of Competence Defense, and to proceed with a prior review by ProCompetence about new regulations and rules related with the functioning of the sector. 

“The will to make the Dominican Institute of Civil Aviation a competent state body,to ensure that the services we offer as regulators of the survilliance ,the air navigation services to the aeronautical activity of the Dominican Republic,supervisors of compliance with national and international regulations of operational safety according to the guidelines that govern our law 491-06, that motivates to subscribe this agreement interinstitutional of cooperation with ProCompetence,with which we seek to execute mutual interest projects ”,stated Porcella. 

The aeronautical officer added that in IDAC are conscious about quality and excellence of each one of its actitivities are fundamental in a competitive plane and that the best way to do it is looking for advise through the body called to promote the good practices of the market in the states institution .

“Its our duty that the services provide by IDAC, both technical as administratives,have a higher level of quality, efficiency an effectiviness, guaranteeing this way the full right exercise to a good administration and its subjetives rights,in keeping with the purposes of proposed of reforms put forwards by our president ,mr Luis Abinader”, emphasized. 

While, Vásquez pointed out that since february 2021 ProCompetence and the IDAC are coming to work jointly in the project “Diagnosis of competition conditions in the air passengers transportation of central america region and a proposal of public politic of national application derived of the diagnosis ”, to RECAC, through the iniciative of Regional Publics Assets (BPR) performed by the Interamerican Development Bank (BID). 

“Definitely, this agreement seeks the establishment of coordination mechanism,interaction , cooperation and reciprocity that facilitate the activities perfomance of interes and mutual benefits , oriented to promote the searching of integral solutions to situations and problems that may occurs , without any of the public institutions involved in this agreement renouncing of the powers of their responsabilities”, added ProCompetence bearer. 

In the act of interinstitutional cooperation signature participated by IDACs side, besides Héctor Porcella in his capacity of general director interim, Bernarda Franco,Legal director; Izzet Sansur Quiñones, administrative director; Priscilla Camarena,Communication and Public Relations director ; Stephanie Silfa, Direction coordinator,representing Richard Collie, Plan and Development director; and Jazmín Frabré, in charge of Interinstitutional Relationships.
