
The General Director of the Dominican Institute of Civil Aviation (IDAC), Igor Rodríguez Durán, officially opened the seminar on the 2025–2028 National Aviation Safety Strategic Plan (PENSO), a training initiative aimed at strengthening the capabilities of the teams responsible for implementing this key strategic framework.

During the event, the printed edition of the 2025–2028 PENSO was officially launched. The document is the result of the joint efforts of the Dominican Institute of Civil Aviation (IDAC), the Civil Aviation Board (JAC), and the Aircraft Accident Investigation Commission (CIAA), reaffirming the commitment of these institutions to strengthening aviation safety and fostering an increasingly safe and efficient aviation system.

Through this strategic plan, the Dominican Republic continues to consolidate its regional leadership in aviation safety. Aligned with the International Civil Aviation Organization (ICAO) Global Aviation Safety Plan (GASP), the 2025–2028 PENSO enhances strategic planning and interagency coordination to proactively manage risks, promote continuous improvement, and ensure compliance with the highest aviation safety standards across the national civil aviation sector.
In his opening remarks, Rodríguez Durán emphasized that the real challenge of the 2025–2028 PENSO begins with its implementation. In this regard, he explained that the seminar is designed to strengthen the knowledge and competencies of the teams responsible for executing the plan, promote a strong aviation safety culture, and ensure the achievement of its strategic objectives.

“With the participation and commitment of everyone involved, we continue building an aviation system that is safer, more modern, more resilient, and better prepared to meet the challenges of the future,” stated the Director General of IDAC.
