
This initiative seeks to strengthen the institutional policies of planning and risk control to support the air traffic growth of the aeronautical park in the country.
Santo Domingo. – The interim general director of the Dominican Institute of Civil Aviation (Idac), Héctor Porcella, affirmed that the National Strategic Plan of Operational Safety launch (Penso) is a country commitment that involves different institutions of the State, of the private aeronautical sector and the international ambit. He explained that the plan establishes cardinal’s principle to support the goals and actions plans that will allow to the Dominican Republic to reach optimal levels of operational safety, compatibles with the most advanced countries in that area ensuring the full accomplishing of normative enshrined in the document 9859 of International Civil Aviation Organization (Icao, Oaci) on the matter.
And pointed out that the strategies proposed in Penso are oriented and aligned with the global plan to the Operational Safety to the Icao, Oaci, The institutional Strategic Plan 2021-2024, the State Management Program of Operational Safety (Pegso) and with the Management System of Operational Safety (Sms) to service providers of air navigation.
“In other words, we do have the goal to create the best technical conditions and operative to avoid eventual risk that may affect the aeronautical activities in the Dominican Republic”, explained Porcella during the Penso presentation act.
The young executive congratulated and valued the effort deployed by the Idacs multidisciplinary team, headed by the Superior Academy of Aeronautical Sciences (Asca), and the Planning and Developing Direction (DPD), through the State Management Department of Operational Safety, the State Management of Operational Safety Risk divisions.
Porcella expressed a special recognition to the responsible team to carry out the Civil Aviation Week program, headed by Asca director, Clara Fernández; and DPD director, Sarah Estevez.
Operational Safety Masterclass
During the scheduled day in the frame of Civil Aviation Week, it was also carried out a Masterclass in Operational Safety, that counted on participation of internationals exponents Nicholas Reyes, Western Hemisphere director of the International Affairs of the Civil Federal Aviation Administration (FAA) of the United States of America; Fabio Catani, specialist of operational Safety to Latin America and the Caribbean and Michael Snover, director of operational safety and regulatory affairs to Latin America and the Caribbean, both representatives to Boeing company ; besides, Rodolfo Quevedo, operational safety regional director to the Americas of Airbus company
The director of Asca Academy of Aeronauticals Sciences, Clara Fernández, explained that training event its part of the local response of the Dominican Republic in support to the awareness week about Operational Safety to the Americas and the promoting of safety culture of aviation in civil aviation authorities and to all aeronautical industries to countries continent.
She pointed out that the iniciative has been articulated through the regional offices of Icao, Oaci to Northamerica, Centroamerica and the Caribbean (Nacc) and Southamerica (Sam), aiming to reactivate the consciousness and the interest of all the involved parties in maintain and raise the operational safety levels.
Icao, Oaci has encouraged to the States to, during the week, to carry out various activities known as Stand Down, including volunteering by employers, to deal directly with their collaborators about operational safety matters.
