
Santo Domingo, D.N. – The Dominican Institute of Civil Aviation (IDAC) successfully held the 2025 edition of InnovAir, an institutional event aimed at promoting innovation and quality in public management and strengthening Commitment, Integrity, and Transparency (CIT), the strategic values that define the organization.
This initiative, developed within the framework of Dominican Civil Aviation Week, organized by the institution’s Planning and Development Directorate (DPD), is based on the Institutional Strategic Framework derived from the Institutional Strategic Plan (PEI 2025–2028), which seeks to consolidate organizational culture, strengthen governance, and enhance institutional performance by integrating actions that promote excellence in management.
The event, which was led by the Director General, Igor Rodríguez Durán; Paola Aimée Plá Puello, Deputy Director General; Yildis Almonte, Director of the DPD, along with the other area directors of the IDAC, was attended by more than 500 staff members of the institution, who took part in the activities and reflection sessions.

“Innovair represents the opportunity to look beyond what we do every day and ask ourselves how we can do it better. Innovation does not always come from big changes; sometimes it arises from a question, an observation, or a genuine desire to do things with higher quality. I invite you to embrace communication not only as a technical tool but as an act of leadership. To communicate is to guide, to inspire, to lead,” stated Rodríguez.
The head of IDAC emphasized that aviation is a sector where precision and safety depend on the ability to communicate clearly and to remain in constant learning, with a commitment to excellence, transparency, and the country.
During the development of InnovAir 2025, they delivered the institutional values in the form of passports, and later, the department directors signed the CIT acrylic, symbolizing their commitment to the institutional values.

During the event, IDAC presented the fifth version of the Citizen Commitment Charter, a key tool to ensure transparency and strengthen citizen services, which was presented by the head of the Management Quality department, Junior Pujols, who explained the importance of this instrument for monitoring, accountability, and the continuous improvement of the services offered by IDAC.
Subsequently, the representative of the Ministry of Public Administration (MAP), Johana Guerrero, emphasized the importance of citizen engagement in public management.
This segment concluded with a symbolic act in which the Director General of IDAC, Igor Rodríguez, handed over the Citizen Commitment Charter brochure to a user, reaffirming service vocation and transparency as institutional pillars.
In the fifth edition of the Citizen Commitment Charter, IDAC’s commitment to transparency and continuous improvement was reaffirmed. Additionally, two keynote presentations were given on quality and values culture, delivered by Luis Rivas, Director of Quality Assurance at Banreservas, and Dinorah Valdez, Planning Advisor, Experiential Facilitator, and Organizational Well-being Specialist.
