Idac is holding a seminar on Operational Safety Management led by international experts.

Santo Domingo, Dominican Republic – The Dominican Institute of Civil Aviation, Idac, through the Department of State Management of Operational Safety, Dgeso, held the seventh seminar on State Management of Operational Safety, SGSO 2025, under the theme ‘Fundamentals for the Measurement of Operational Safety Performance.

The event, held in a hotel in this city, marked the return of the seminar in face-to-face format after seven years, with attendance from representatives of the national and international aerospace sector, which served as a basis to promote technical exchange, strengthen institutional capacities, and align strategies with the objectives of the National Operational Safety Strategic Plan, Penso.

The seminar was led by Igor Rodríguez, general director of Idac, and Paola Aimée Plá Puello, deputy general director of Idac, who highlighted the importance of such events and the follow-up on tools like the SGSO as a space for technical and strategic convergence to strengthen the culture of operational safety in the Dominican Republic.

During the seminar, five keynote speeches were held by international experts, who shared knowledge, experiences and tools for the effective measurement of operational safety performance.

Among the speakers, Parisa Kochaki Ramezan, an Operational Safety expert from Senasa (Spain), stood out as she delivered the presentation titled “Building an Operational Safety Database”, discussing the importance of structuring and using safety data for strategic decision-making in operational safety management systems.

From Argentina, Alejandro Covello, military aviator, airline pilot, and expert in Occupational Health and Safety, presented “Taxonomies: a key tool for the organisation and understanding of data”, highlighting the importance of classifying categories for the analysis of events and occurrences.

The seminar featured the participation of the technical director of Accident Investigation for the Civil Aviation Authority, Miguel Camacho Martínez, from Colombia, who addressed the topic “Internal Investigations: strengthening operational safety from within”, sharing valuable experiences and best practices in incident investigation as a mechanism for continuous improvement.

Olga Beatriz Martínez Mariño, coordinator of the Planning Group for the Aerocivil Authority of Colombia, presented the paper “Operational Safety Indicators”, focused on the development and implementation of key metrics aligned with the SSP and performance in operational safety.

Ruviana Zimmerman, performance management officer in Operational Safety, participated in the International Civil Aviation Organization, Icao, presenting the conference “Impact of service provider performance indicators on state performance”, emphasising how operational metrics directly influence the strategic results of Icao member states.

The seminar also served as a platform for the relaunch of the SGSO institutional image, including its updated logo and the official presentation of the fourth edition, 2025, of the Operational Safety magazine, reaffirming Idac’s commitment to promoting operational safety and the continuous improvement of the civil aviation system.

The active participation of international experts reaffirms the regional commitment of the Dominican Republic and Idac as the regulatory body of civil aviation and guarantor of operational safety and collaboration between  states.
