IDAC implements antibribery management model and reaffirms transparency commitment

The Dominican Institute of Civil Aviation (IDAC) presented to the country a management model of antibribery and regulatory compliance, oriented to implement the neccesaries controls to prevent and stop administrative corruption and to rise the levels of efficiency in sevices and operatives areas of the institution. 

The interim general director of  IDAC, Héctor Porcella, explained  that this iniciative answer the commitment of that entity with the transparency and integrity principles traced by the president Luis Abinader accompanied by the General Direction of ethics and Government Integrity under the firm  responsability of doctor Milagros Ortiz Bosch.

“As the publics institutions face high levels of scrutiny the more higher and complex global regulations, as in our case, we do have  the responsability to accomplish not only with the international standards, but with established normatives in our law code”, pointed Porcella. 

Establishing too that with the new mechanism its procure to create the neccesary controls to avoid illegal  practices in the institution administratives proccess, for which it had been defined a work plan that implies the technical staff preparation, the normative inventory rise, the risk management and the updating of ethical code, thus the strengthening of complaints mechanism, with the protection to complainer. 

Porcella headed the launching act of antibrabery program based in the standards ISO 37001:2016 Antibrabery ISO 37301:2021 Compliance, in a meeting that counted with the presence of doctor Milagros Ortiz Bosch, general director of DIGEIG, who shared a message of motivation and suport to IDACs iniciative.

Among the present officers were, the president of Civil Aviation Joint, José Marte Piantini; Airport Department director, Víctor Pichardo; Air Force Commander of the Dominican Republice, general major Leonel Amílcar Muñoz Noboa; and the general director of Specialized Body of Airport Security, general major Carlos Febrillet Rodríguez. 

The activity counted too with the presence of constitutional lawyer Cristóbal Rodríguez and the principals directives of airports and country airliners, besides directors of responsibles areas of IDAC. 

Highlights strategic importance of aeronautical sectors 

During his intervention Porcella highlighted that “as an insular country, where 95 % of tourist visiting the Dominican Republic arrives by airway, aviation constitute the fundamental pillar to the social and economic development, what obliges the organisms called to ensure to guarantee an efective operational security”. 

“Todaysdate it can be evident the aerial operations increase after the fall produced by Covid-19, and this increase its the fruit of the effectiviness that the plan designed by the touristical cabinet, remembering that during 2021 95 thousand 155 aerial operations were performanced, the equivalent to a recovery of   81.5 % compare with 2019. 

The general director interim of IDAC reiterated his commitment to keep supporting the govenment vision of president Luis Abinader, to strength the main incoming via of tourist visiting the country assuring the safetiness of airspace, giving them safety to enjoy the main touristical destiny of the Caribbean.

A new information tool   

He explained too that the Dominican Institute of Civil Aviation (IDAC) had developed an smart  information tool or “dashboard” that carries an interactive data easy to interpret, which will be very useful for the aeronautical sector. 

 

“With this tool, users may visualize compare and analize flow data of aeronautical activity, such as: transported passengers, flies amount and overflies that may be filtered by regions, by dates and and kind of flies to airport. The same will be available in our institutional transparency, enable in english and spanish, optimized for mobile and web navigators”, underlined Héctor Porcella.

The act was also attended by José E.
