
Santo Domingo. The interim general director of the Dominican Institute of Civil Aviation (Idac) Héctor Porcella and the general director of the National Office of Civil Aviation of Haiti (Ofnac) Laurent Joseph Dumas suscribed an insterinstitutional cooperation agreement, through the Superior Academy of Aeronautical Science (Asca),by which they agreed to provide all possible support to make air transit services more fluid and mutual technical assistance in those aspects that parts consider adecuate to a better development of each organization.
The agreement contemplates to continue improvement the collaboration and technical assistance related with the coordination to the provision of air transit and /or air navigation between both States; besides,to improves,Operational Surveillance Safety in air activities that takes place in areas of competition and in those in which one of the parts requires enhancement or reinforcement in the development or implementation of regulations or practices recommended by the International Civil Aviation Organization (Oaci).
Additionally, due to the technical development Instruction in the Dominican Republic and likewise Idac,persuant its Superior Academy of Aeronautical Science (Asca),is the regional leader in capacitation and trainning matters ,will provide assistance related to civil aviation to the Republic of Haiti, that will include capacitation and students /education of aviation of participation management air traffic controlled and education in general among others.
In this first occasion, Asca of Idac will teach to haitian students of Aerodrome Control Courses ,and Áir approach (for Proccedure and Surviallance), Approach Control and air surviallance Ats – Haiti, Ais/Aro services, Supervision of Air Traffic Control Center, of Air supervision and Basic Cns/Atsep.
In that sense, Porcella manifested “This is an event that we could described as historical and trascendental. In behalf of our institution and through the Superior Academy of Aeronautical Science (Asca), suscribed this interinstitutional cooperation agreement with the National Office of Civil Aviation with our brother country of Haiti,with which we are going to strenghen the ties among our countries through our organizations”.

Likewise, Ofnac bearer, Laurent Joseph Dumas recognized the gesture of Idac’s dominican authorities and Asca adding that “I am very grateful for you support in our aeronautical development, of our air transit comptroller and of the programs that we are carring out . We have better performance. Thanks to our teams collaboration,we are here to route this agreement”.
The sign of this institutional agreement was good for Clara Fernandez Asca director to state,that the cited agreement, Asca is the institution that will support the adendum .She quoted: “reinforce our country commitment to provide technical collaboration to our country neighbor, to develop capacities in its aeronautical staff, to allow them updating their services of air navigation , making its air space safety and eficcient and therefore, of our region”.
Its important to highlight that Asca offers a variety offert of academy programs in continuos education to a superior technical level that accomplished with the required standard for the sjuperior education authorities in he country.
Since 2015, Asca is certified by the International Civil Aviation Organization (Oaci) Excellent Instruction Center (Rtce of Trainair Plus programs, based in design and trainning method of high standard in aviation matter based in competence, facilitating the share use of didactic material normalized to an international level by supporting the instruction center in the development of its capacities with technical knowledgement,resources and quality survilliance.
Porcella was accompanied , besides Fernández, Bernarda Franco, legal director; Jasmín Fabré, in charge of Interinstitutional relationship; Anthony Joel Pérez, Technical coordinator of Air Navigation, representing Claudia Roa, director of area; Miguel Delgado, Director coordinator Asca and Rhyna Conde, in charge of Asca management.
While the officer delegation that attended jointly to Joseph Dumas was integrated by Hantz Celestin, director Air Navegation ; Jacques Bourisquot, TDC coordinator project and Leopold Roumer, General Director Adviser.
