
Santo Domingo. – In an unprecedented joint effort, and in an act led by President Luis Abinader, the Government of the Dominican Republic signed this Tuesday the Interoperability Pact for Public Security, a framework agreement that seeks to transform and modernize the country’s security systems, through inter-institutional collaboration and the use of advanced technologies.
The treaty, signed by 33 government institutions, seeks to improve the efficiency and effectiveness of the country’s security systems, by promoting coordination and the exchange of information between the entities involved.
Led by the Ministry of the Presidency (Minpre), the Attorney General’s Office (PGR) and the Government Office of Information and Communication Technology (Ogtic), the alliance seeks to implement the strategic use of data that identify criminal trends and, at the same time, promote coordination and the exchange of information between the various government entities.
With this consensus, the Government seeks to optimize resources by avoiding duplication of functions, as well as the allocation of funds and personnel, achieving transparency in access to information and quality in data, which ensures that they are more accurate and reliable.
The contract is governed by principles of confidentiality and continuous interoperability, ensuring that data shared between institutions is handled with the utmost care and security, except in cases where the law specifies otherwise. These principles guarantee that sensitive information is protected and that institutions can collaborate effectively without compromising privacy.
Regarding the project, the Minister of the Presidency, Joel Santos Echavarría, highlighted
that the State has an indecipherable amount of information that can be used to achieve the objective of interoperating institutions and unifying under a platform that will jointly manage information to address all aspects of citizen security.
“To give a practical example, a fugitive who is being sought by the justice system cannot go to request a service, because an alert will immediately be issued that will give notice that that person is being sought by the Police,” he said.
The official specified that the information that the tool will manage will not be through a process, but that this interconnection is totally digital, automated and in real time, which will allow the information to move faster.

For her part, Attorney General Mirian Germán stated that this act not only symbolizes the commitment to the security and well-being of the nation, but also represents a crucial step towards the modernization and efficiency of the management of public security in the country.
“Interoperability is the indispensable key to give a coordinated, effective and indispensable response to the challenges of insecurity that we face in these times,” she said.
German pointed out that this agreement will allow institutions to share information in a more agile way, optimizing the capacities to combat and prevent crime; as well as respond to emergencies quickly and effectively. Meanwhile, the director of Ogtic and the Cabinet of Innovation and Digital Development, Bartolomé Pujals, said that X-Road supports interoperability through a technological platform that facilitates the safe and efficient exchange of data between public institutions. The tool allows connected institutions to share information safely, by safeguarding the integrity, confidentiality and availability of data.

“It is important to understand the transcendental step that this agreement marks today. In the past, these 33 institutions would have to be consulted manually, via letter, call or other mechanism to share information of public interest. Today, as a result of the integration via the X-Road platform of public interoperability, any information of interest is consulted and transmitted instantly, in some cases, as we mentioned, through alert mechanisms generated automatically” Pujals pointed out.

The agreement, made up of 33 public entities and led by the Ministry of the Presidency (Minpre), was signed by the Attorney General’s Office (PGR), the Judicial Power Council, the Ministries of the Interior and Police, Public Health, Defense, Environment and Natural Resources.
Also, by the Ogtic, the National Police, Drug Control, the 9-1-1 System and the directorates of Immigration, Passports, Internal Revenue, Digesett, Intrant, Digemaps, Customs, National Cadastre, Superintendency of Insurance, Social Security Treasury, Cesac, Dominican Institute of Civil Aviation (Idac), Civil Aviation Board, Edesur, Ede Este,
