
Román E. Caamaño participes in a sponsored symposium by the Icao and Spain government with a view to establishing international standards that guarantee an adecuated assistant to the victims of airplane accidents.
LAS PALMAS, Gran Canaria, Spain .- The general director of the Dominican Institute of Civil Aviation (Dica) Román E. Caamaño formalized the support of the Dominican Republic to the proposal in adopting of an international regulation to secure a fair deal to people, families and victims affected for airplane accidents.
Caamaño fixed the country position in representing the dominican government , during his participation in the first symposium about assistant to the victims of airplane accidents that took place in Las Palmas of Gran Canaria,Spain,from the current december the 3th .
The event,organized by Spain government as host and the International Civil Aviation Organization (Icao) and had the assistance of international experts,victims associations and government representatives from more of than 50 States Members, in order to create a normative regulated framework that allows to spand the assistance to victims and families after an airplane accident occurs.
The original proposal submitted by the ICAO corresponds itself with the dispositions consigned in the annexes incorporated to the civil aviation agreement and to several orientations texts elaborated by experts to support the regulations.
Caamaño, who is a lawyer specialized in aeronautical legislation, explained that the recommendations made at the symposium of Gran Canaria, oriented for share expiriences and best practices in aspects relates to a later management to the occurence of air accidents they will be presented to Icao Council for its study and approval.
“The Dominican Republic feels committed with the approval in a framework to move forward in the air security and to establish mechanism that seek a better answer regarding care and treatment what is dispensed to the victims of air accidents and their families”, explained DICA general director.
The meeting in which the iniciative was discussed had the participation and the active backup of important spanish authorities linked to the subject matter, including the Transport and Movility General Secretary (Mitma) María José Rallo, general director of civil aviation, Raúl Medina Caballero and the Spain representative before the Icao, Víctor M. Aguado.

The Icao representation was headed by his general secretary ,the colombian Juan Carlos Salazar and some other directives.
The general secretary Juan Carlos Salazar highlighted in his opening speech that “operational security of civil aviation is an incredible teamwork, pointing that the same cooperation must dedicate to ensure the rights of the accidents victims and his families after those tragics events ”.
Background
Icao issue for the first time orientations about the families assistance in 2001 and 2013 published Icao Polítics about the victims assistance in an air accident and his families, along with a support manual. The theme was also formally recognized by the countries in two consecutive ICAO assemblies, in 2013 and 2016, and it was examined in a special session of the thirteenth Conference of the Organization of Air Navigation of 2018.
That very year,, Icao Council celebrated a new meeting about the subject with the International Federation of Victims of air accidents and their families (Fivaaf) and in parallel,,Icao Expert Group in facilitation has recommended recently that priorities associated be consecrated in a complet rule of the organization in order to reinforce compliance and international harmonization.
Besides this symposium, Icao is preparing a training course to help countries establish adecuate legislation and regulations to assistance to families.
