  • Requirements to obtain the service
    1. Letter of Formal Request for the Issuance of the Foreign Air Operator Recognition Certificate (AOCR), by the Executive Responsible of the foreign company or his representative, through the Directorate of Transparency and Citizen Attention (DTAC).
    2. Documentation attached to the issuance request form:
      1. IDAC Form 1000-37 Request for Requirements for the Application for Issuance, Modification and Renewal of Recognition of Foreign Air Operator Certificate (AOCR).
      2. duly completed and signed, through the Directorate of Transparency and Citizen Services, (DTAC.
      3. Photocopy of the Air Operator Certificate (AOC) of the State of origin.
      4. Photocopy of the Operating Permit issued by the Civil Aviation Board (JAC).
      5. Contract (s) with maintenance providers, passenger service in the Dominican Republic and civil liability insurance.
      6. Name of the company, address of the main base of operations abroad and in the Dominican Republic, include telephone, fax, email and page. WEB (digital format).
      7. Route map authorized by the Civil Aviation Board (JAC), indicating the destination and alternate airports in the
      8. Dominican Republic (digital format).
      9. Address, telephone, fax, email, commercial register and RNC of the legal representative in the Dominican Republic (if applicable), (digital format).
      10. Name, address, telephone, fax, email, of the Director of Operations, Director of Maintenance, Chief of Pilots and
      11. Quality Control or equivalent positions (digital format).
      12. Name, position, address, telephone, fax, Email of the technical staff, executive of the company in the Dominican Republic (digital format).
      13. Name, address, telephone, fax, email of the Chief Operations Inspector (POI), Status of the Operator (digital format).
      14. Name, address, telephone, fax, email of the Chief Maintenance Inspector (PMI), Status of the Operator (digital format).
      15. Analysis of destination airport runways and alternatives in the Dominican Republic (digital format).
      16. Operations Specifications in Spanish or English (from the State of origin that issued the Air Operator Certificate (AOC) under which they operate (physical and digital format).
      17. Maintenance control manual, approved by the State of registry of the aircraft (s) (digital format).
      18. Other state approved programs ETOPS, RVSM, PBN, MNPS, RNAV, CAT.II, CAT.III, EDTO, NOISE, APPROACH TYPE, Etc. (digital format).
      19. Authorized aircraft, make, model, registration, serial number, capacity, navigation equipment (digital format).
        Aircraft configuration, paxs, cargo, M.T.O.W, TCAS compliance test (digital format).
      20. Copy of the Operations Manual (MO), indicating the parts of that manual that have been approved by the State of
      21. the operator (digital format).
      22. Minimum Equipment List (MEL), approved by the State of Registry (digital format).
        Documentation attached to the application form IDAC-1000-37 for modification of an AOCR.
      23. Photocopy of the Air Operator Certificate (AOC) of the State of Origin, updated.
      24. The Operations Specifications enclose the list of authorized aircraft, updated.
      25. In case of change of administrative personnel of the State of origin or the Dominican Republic, it must be notified.
      26. Documentation attached to the application form IDAC-1000-37 for the renewal of an AOCR.
      27. Copy of the Air Operator Certificate (AOC) of the State of Origin, current.
      28. Copy of the Operations Specifications attaches the list of authorized aircraft, updated (digital format)
        1. Note: If you need permission for a new route, you must bring an itinerary with the new authorized routes.
        2. Note: The manuals must be individual, in digital format (PDF ) and must be on a CD, which must have the following information on the cover: Name of the company or operator (at the top).
        3. Name of the document (at the bottom).
        4. Date (on the right side).
        5. Check (on the right side under the date).
        6. Volume or volumes (on the left side).
  • Procedure to follow to obtain the service
    1. Verifique que los documentos depositados estén de acuerdo con las leyes aplicables.
    2. Acudir a las Oficinas de Transparencia y Atención al Ciudadano (TAC), para verificar y depositar los documentos.
    3. Oficina Principal, ubicada en el Edificio de la Avenida México esq. 30 de marzo.
    4. Norge Botello, ubicado en el Edificio Norge Botello del Aeropuerto Las Américas.
    5. Aeropuerto Internacional Joaquín Balaguer, ubicado en las oficinas administrativas del IDAC.
    6. Aeropuerto Internacional del Cibao, Edificio de Aviación General, Segundo Nivel.
    7. Cuando corresponda tu turno, deposita un recibo de pago del servicio y todos los documentos requeridos.
    8. Recibirá un certificado especificando la hora, día, mes y año.
    9. Transcurrido el tiempo de entrega, retirar la aprobación de emisión o modificación de EsOps para operadores extranjeros, rad 129 en el TAC, presentando su documento de identidad.
    10. Firmar acuse de recibo del documento.
  • Additional information about the service

    Note: the manuals must be individual, in digital format (PDF) and must be on a CD, which must have the following information on the cover:

    1. Name of the company or operator (at the top).
    2. Name of the document (at the bottom).
    3. Date (on the right side).
    4. Revision (on the right side below the date).
    5. Volume or volumes (on the left side).
    6. Delivery of the operations specifications (EsOps) to the operator through DTAC.

    This process takes an estimated time of forty (40) business days. Times may vary depending on the particular case.
